Theo quyết định, diện tích được phép chuyển mục đích sử dụng đất lên tới 19,25 ha, trong đó bao gồm: đất trồng lúa nước khoảng 2,9 ha, đất trồng cây lâu năm 12,85 ha, đất ở đô thị 1,47 ha, đất giao thông 1,86 ha, đất thủy lợi 0,08 ha, đất năng lượng, đất chợ hơn 860 m2. Toàn bộ diện tích đất này đã được thu hồi và hoàn tất công tác giải phóng mặt bằng, được giao cho Công ty Cổ phần Đầu tư Phát triển Đô thị Ngôi Sao để thực hiện dự án Khu đô thị mới chợ Nông sản, đặt tại phường Chũ.
Về hình thức giao đất, 4,84 ha đất ở được giao có thu tiền sử dụng đất, phần còn lại 14,4 ha được giao không thu tiền. Việc giao đất sẽ thực hiện theo kết quả đấu thầu lựa chọn nhà đầu tư, đảm bảo minh bạch và đúng quy định pháp luật. Đồng thời, Chi nhánh Trung tâm phát triển quỹ đất Chũ được giao quản lý diện tích đất ngoài chỉ giới dự án, nhằm đảm bảo không lấn chiếm hay chuyển mục đích trái phép.
UBND tỉnh cũng giao các sở, ngành liên quan thực hiện trách nhiệm cụ thể. Sở Nông nghiệp và Môi trường chịu trách nhiệm thẩm định, hướng dẫn, đôn đốc doanh nghiệp thực hiện nghĩa vụ tài chính và bàn giao đất. Sở Tài chính xác định số tiền sử dụng đất, kiểm tra, đôn đốc nhà đầu tư thực hiện nghĩa vụ tài chính đầy đủ. Sở Xây dựng giám sát việc triển khai hạ tầng kỹ thuật, đảm bảo dự án phù hợp quy hoạch và kế hoạch phát triển nhà ở địa phương. Thuế tỉnh Bắc Ninh cũng sẽ xác định số tiền phải nộp, hướng dẫn doanh nghiệp thực hiện nghĩa vụ tài chính theo đúng quy định.
Về phía nhà đầu tư, Công ty Ngôi Sao có trách nhiệm phối hợp với các cơ quan liên quan để nhận bàn giao đất, thực hiện đầy đủ nghĩa vụ tài chính, xây dựng hạ tầng kỹ thuật đúng thiết kế được phê duyệt và chỉ được phép chuyển nhượng quyền sử dụng đất khi đã hoàn tất tất cả nghĩa vụ liên quan.
