Thanh Hóa “mở khóa” quỹ đất công, cho phép tách thành dự án độc lập

Theo Quyết định được ký ngày 25/8, việc tách diện tích đất chỉ được thực hiện khi đáp ứng đồng thời nhiều tiêu chí, trong đó nổi bật là: phải phù hợp với quy hoạch sử dụng đất; diện tích không bị chia cắt bởi thửa đất khác; có ít nhất một mặt tiếp giáp với đường giao thông hiện trạng hoặc đường quy hoạch, chiều rộng tối thiểu 5m.

Đáng chú ý, phần diện tích đất Nhà nước quản lý phải chiếm tỷ lệ tối thiểu 50% trong tổng khu đất được đề xuất. Ngoài ra, các nhà đầu tư chỉ có tối đa 36 tháng để hoàn tất thỏa thuận chuyển nhượng, thuê hoặc góp vốn bằng quyền sử dụng đất kể từ ngày Quyết định được ban hành – một quy định nhằm thúc đẩy tiến độ, hạn chế tình trạng dự án kéo dài, “trùm mền”.

Bên cạnh đó, UBND tỉnh cũng ban hành hướng dẫn chi tiết cho các dự án đang triển khai theo cơ chế cũ, bảo đảm tính liên tục và không làm gián đoạn hoạt động đầu tư.

Giới chuyên gia nhận định, quy định mới không chỉ góp phần khai thông nguồn lực đất đai mà còn mở ra cơ hội lớn để các doanh nghiệp tiếp cận quỹ đất minh bạch, hợp pháp, từ đó đẩy nhanh quá trình triển khai dự án. Đồng thời, động thái này được kỳ vọng sẽ tạo đột phá trong phát triển hạ tầng, đô thị, sản xuất kinh doanh, đưa Thanh Hóa tiến gần hơn đến mục tiêu trở thành cực tăng trưởng mới của Bắc Trung Bộ.
