Bắc Ninh mời thầu dự án khu đô thị sinh thái và nghỉ dưỡng gần 7.500 tỷ đồng

UBND tỉnh Bắc Ninh vừa công bố mời thầu lựa chọn nhà đầu tư thực hiện dự án Khu đô thị sinh thái và nghỉ dưỡng thuộc Quy hoạch phân khu “Khu đô thị, du lịch sinh thái thể thao Khuôn Thần (Phân khu A)”, tọa lạc tại xã Kiên Lao, huyện Lục Ngạn (nay là phường Chũ). Đây là một trong những dự án trọng điểm nhằm hiện thực hóa định hướng phát triển không gian đô thị, du lịch và kinh tế xanh của tỉnh Bắc Ninh giai đoạn đến năm 2045.

Dự án có tổng vốn đầu tư hơn 7.476 tỷ đồng, quy mô khoảng 229,86 ha, với định hướng hình thành một khu đô thị - nghỉ dưỡng sinh thái cao cấp, đồng bộ về hạ tầng kỹ thuật, hạ tầng xã hội và cảnh quan môi trường. Khi hoàn thành, khu vực này sẽ trở thành trung tâm nghỉ dưỡng, vui chơi giải trí, thể thao gắn với hồ Khuôn Thần - một trong những thắng cảnh sinh thái nổi bật của vùng trung du Bắc Bộ.

Theo kế hoạch, thời gian hoạt động của dự án là 50 năm, kể từ ngày phê duyệt kết quả lựa chọn nhà đầu tư; thời gian thực hiện là 84 tháng. Hình thức lựa chọn nhà đầu tư được áp dụng là đấu thầu rộng rãi quốc tế, theo phương thức một giai đoạn, một túi hồ sơ, nhằm thu hút những nhà đầu tư có tiềm lực tài chính mạnh và kinh nghiệm trong lĩnh vực phát triển đô thị, du lịch nghỉ dưỡng quy mô lớn.

Hồ sơ dự thầu sẽ được tiếp nhận tại Ban Quản lý dự án Giao thông và Nông nghiệp tỉnh Bắc Ninh số 1, tầng 9, Trụ sở liên cơ quan các đơn vị sự nghiệp (đường Quách Nhẫn, phường Bắc Giang, tỉnh Bắc Ninh). Thời điểm đóng thầu là 10 giờ 5 phút ngày 15/11, và mở thầu lúc 11 giờ 5 phút cùng ngày.

Nhà đầu tư tham gia phải nộp bảo đảm dự thầu trị giá hơn 74,7 tỷ đồng, bằng thư bảo lãnh của tổ chức tín dụng hợp pháp tại Việt Nam. Hồ sơ dự thầu có hiệu lực trong 90 ngày kể từ thời điểm đóng thầu.

Việc triển khai khu đô thị sinh thái Khuôn Thần (phân khu A) sẽ không chỉ tạo cú hích phát triển cho khu vực phía Đông Bắc tỉnh Bắc Ninh mà còn góp phần nâng tầm du lịch nghỉ dưỡng vùng trung du, hình thành chuỗi đô thị - sinh thái - thể thao hiện đại gắn với cảnh quan hồ Khuôn Thần. Đây được kỳ vọng sẽ trở thành điểm đến hấp dẫn, trung tâm du lịch xanh và thông minh mới của Bắc Ninh trong thập kỷ tới.
