Kiến nghị trung ương đẩy nhanh phê duyệt, bàn giao mốc giới
Tại cuộc họp, các đại biểu đề nghị Bộ Xây dựng chỉ đạo Ban Quản lý dự án đường sắt sớm hoàn thiện hồ sơ, đặc biệt là phương án tuyến đoạn từ ga Phúc Yên đến Hà Nội - một đoạn tuyến phức tạp, có nhiều phương án kỹ thuật cần cân nhắc. Đồng thời, việc bàn giao mốc giới giải phóng mặt bằng và hồ sơ liên quan của các ga phải được thực hiện sớm hơn để không làm chậm tiến độ chung.
Kết luận hội nghị, Phó Chủ tịch UBND tỉnh Phan Trọng Tấn yêu cầu Ban Quản lý dự án khu vực Phú Thọ và Vĩnh Phúc không chờ đợi, phải bắt tay ngay vào hoàn thiện hồ sơ, trình phê duyệt các tiểu dự án, các hạng mục thành phần; đồng thời tăng tốc quá trình thẩm định để có cơ sở triển khai đồng bộ trong tháng tới.
Ông cũng nhấn mạnh việc các sở, ngành phải phối hợp chặt chẽ, bám sát từng nhiệm vụ, giải quyết ngay các vướng mắc phát sinh trong bồi thường và tái định cư. Sở Xây dựng được giao trách nhiệm đầu mối tổng hợp, kịp thời báo cáo UBND tỉnh để xử lý ngay từng vấn đề cụ thể.
Đặc biệt, lãnh đạo tỉnh yêu cầu khẩn trương hoàn tất rà soát mặt bằng và quỹ đất, chuẩn bị mọi điều kiện cần thiết để đảm bảo khởi công ga Phú Thọ đúng hẹn vào ngày 19/12.
Dự án đường sắt Lào Cai - Hà Nội - Hải Phòng có chiều dài 390km, tổng vốn đầu tư sơ bộ hơn 203.000 tỷ đồng. Đây là tuyến đường sắt đầu tiên triển khai theo Quy hoạch mạng lưới đường sắt quốc gia giai đoạn 2021-2030, tầm nhìn 2050. Tuyến có ý nghĩa đặc biệt quan trọng về chiến lược: Kết nối trực tiếp với Trung Quốc và hành lang thương mại quốc tế. Mở trục vận tải liên vùng từ vùng núi phía Bắc đến cảng biển Hải Phòng, tạo động lực bứt phá cho logistics, thương mại, công nghiệp và du lịch.
Phó Thủ tướng Trần Hồng Hà đã yêu cầu Bộ Xây dựng phối hợp Bộ Khoa học & Công nghệ nhanh chóng ban hành hệ thống tiêu chuẩn, quy chuẩn kỹ thuật. Đây là điều kiện bắt buộc trước khi triển khai các hạng mục kỹ thuật cao của tuyến đường sắt hiện đại này.
Dự án đường sắt Lào Cai - Hà Nội - Hải Phòng được xem là công trình giao thông trọng điểm bậc nhất miền Bắc, hội tụ hàng loạt công nghệ hiện đại và yêu cầu tiêu chuẩn kỹ thuật ở mức cao nhất. Việc kịp thời chuẩn bị mặt bằng tại Phú Thọ không chỉ quyết định tiến độ riêng của địa phương mà còn ảnh hưởng đến tổng thể tiến độ toàn tuyến.
