Đây được xem là “nút kết nối chiến lược” giúp hoàn thiện mạng lưới giao thông vùng trung du và miền núi phía Bắc, đặc biệt sau định hướng sáp nhập Phú Thọ - Hòa Bình - Vĩnh Phúc thành tỉnh Phú Thọ mới.
Theo đề xuất, tuyến cao tốc dài khoảng 42 km, quy mô 4 làn xe, tốc độ thiết kế 100 km/h. Điểm đầu tuyến sẽ kết nối với cao tốc CT.02 (đường Hồ Chí Minh đoạn qua Việt Trì), điểm cuối giao với cao tốc Hòa Bình - Mộc Châu. Tỉnh Phú Thọ kiến nghị đưa dự án vào danh mục quy hoạch ngay trong giai đoạn 2026 - 2030, làm cơ sở để triển khai đầu tư trong thời gian tới.
Hiện nay, kết nối Việt Trì - Hòa Bình chủ yếu dựa vào hai cung đường lớn: Hướng qua cao tốc Nội Bài - Lào Cai, vành đai 5 và đường Hòa Lạc - Hòa Bình với tổng chiều dài khoảng 120 km.
Hướng qua cầu Văn Lang - QL32 - tỉnh lộ 317G - QL70B, dài khoảng 80 km.
Cả hai phương án này đều tồn tại bất cập: nhiều đoạn đường hẹp, qua khu dân cư đông đúc, lưu lượng lớn, tốc độ khai thác thấp dẫn tới việc kết nối giao thương giữa hai tỉnh chưa được như kỳ vọng.
Trong bối cảnh khu vực trung du và miền núi phía Bắc đang phát triển mạnh về công nghiệp, logistics và đô thị hóa, hạ tầng giao thông trở thành điểm nghẽn lớn khiến các tỉnh khó tận dụng cơ hội bứt phá. Do đó, Phú Thọ xác định tuyến cao tốc mới là “cần thiết và cấp bách” để nâng cao năng lực kết nối liên vùng.
Nếu được bổ sung vào quy hoạch và triển khai xây dựng, cao tốc Việt Trì - Hòa Bình sẽ giúp rút ngắn đáng kể thời gian di chuyển giữa Việt Trì và Hòa Bình so với hiện nay.
Hoàn thiện mạng lưới kết nối giữa hai cao tốc lớn: Nội Bài - Lào Cai và Hòa Bình - Sơn La, tạo thành “đường nối ngang” quan trọng của toàn vùng.
Liên kết trực tiếp với Hà Nội qua cầu Thạch Đồng (trên trục đường Hồ Chí Minh), mở thêm một hướng lưu thông mới cho hàng hóa, du lịch và lao động.
Kích hoạt phát triển các vùng kinh tế mới, đặc biệt tại các huyện phía Nam Phú Thọ và khu vực giáp Hòa Bình.
Lãnh đạo UBND tỉnh Phú Thọ nhấn mạnh, đề xuất này hoàn toàn phù hợp với định hướng phát triển hạ tầng quốc gia và Quy hoạch vùng trung du - miền núi phía Bắc. Sau khi được đưa vào quy hoạch, tỉnh sẽ phối hợp với các bộ ngành để hoàn tất thủ tục đầu tư, bảo đảm việc xây dựng tuyến đường diễn ra đúng chỉ đạo của Chính phủ.

Sau 9 tháng thi công, cầu Phong Châu mới đã thông xe, trở thành điểm nối huyết mạch trên Quốc lộ 32C, mang lại niềm vui lớn cho người dân Phú Thọ.

Dự án Hạ tầng giao thông kết nối Vùng Thủ đô đi qua địa bàn tỉnh Vĩnh Phúc cũ với tổng mức đầu tư 1.800 tỷ đồng đang có những bước tiến quan trọng. Đến nay, tỉnh Phú Thọ đã bàn giao 44% mặt bằng, mở đường cho các nhà thầu đẩy nhanh tiến độ thi công.
